In this session, we’ll explore the One Big Beautiful Bill (H.R. 1) and its wide-ranging impacts on human resources. This landmark legislation introduces changes affecting payroll deductions, employee benefits, fringe-benefit taxation, and executive compensation reporting, all of which have direct implications for HR operations and compliance. Our panel of experts—including an employment attorney, an insurance broker, and a business CPA—will provide practical insights on navigating these changes, answer questions on compliance challenges, and offer strategies for effectively communicating impacts to employees. Attendees will leave with a clearer understanding of how to adjust HR policies and practices to align with this complex new law.


Sarah Kleber is a partner at the Heidman Law Firm where she has been working with their employment services team, advising local and national employers dealing with employment issues for more than 25 years. Sarah’s legal practice also includes defending employers in litigated matters on a wide range of employment and workers’ compensation claims in administrative and state courts. Her work has covered all aspects of the employment relationship from advising on hiring questions to drafting policies to avoid issues, talking through a current employee concern or negotiating a resolution after a problem has occurred. She enjoys the changing and evolving nature of employment issues and legal developments which always present new questions and opportunities to learn. As a small business owner involved in her firm’s management, she has a personal perspective on the issues employer’s face and how challenging it is to address employee concerns in a compassionate and practical way while complying with legal requirements in today’s world.
Sarah has presented on various topics for the Siouxland SHRM chapter over the years and always enjoys interacting with our members. She has lectured on current legal updates and case law developments in employment and workers’ compensation, trends in discrimination complaints and litigation, claims handling of employment and workers’ compensation matters, discipline, termination and documentation issues, as well as the interaction of employment laws and workers’ compensation. She is also available to talk your ear off about the benefits and joys of staying grounded through gardening, nature’s complete ignorance of the law, and a flower’s lack of legal issues.
Seth Major joined Gallagher as the Vice President in 2010 after years of experience in the insurance industry. Seth leads the Sioux City, Iowa and Sioux Falls, SD Gallagher offices.
His ability to consistently deliver creative solutions with his team and clients separates Seth as a leader and an employee benefits consultant. Seth’s ideation helps organizations stay within or below budget while they continue to deliver rich benefits long term. Businesses typically have employee benefits as a top 4 total cost, and his finance skills and background prove to be a reason why employers continue to trust him and his team as their valued consultant.
Seth has served on several boards, including Finance committees in the past and present. He also volunteers on different nonprofit organizations to raise money.
Seth graduated from the University of South Dakota with a BA in Business Administration and MBA Studies through Bellevue University. He attended Aetna’s Advanced Broker Training, and has been a Top 5 Agent recipient for the 2015, 2017 and 2020 Wellmark (BlueCross BlueShield) Promise Award along with many others. Seth lives in Dakota Dunes, SD with his wife and two kids.
